Reached ES but not goal Time penalty in GAP2008

<p>We set the time penalty to 100% ie people who does not reach goal but reach ES will not get any time points but someone got time points even though he did not reach goal. When I looked into the situation I saw that the penalty only applies when at least 1 pilot reaches goal. Why is the time penalty given only if there is someone in goal? What is the reason behind this condition?
