start time detection of crossings in and out of cylinders

I found a difference about start time detection between versions(1.3.1, 1.3.4)
When a pilot crosses both start cylinder and 1st pylon cylinder several times, old version FS judges the best start time, otherwise, new version FS judges the first start time.

FS release note says as below,
“fixed several bugs where crossings in and out of cylinders were incorrectly detected – these had been introduced in 1.3.1 and subsequent bug fix releases”

Would you explain about details of bugs and what is a right behavior.
If there is a document (ex, SC7_GAP) about this point of rules, it will be help for me.
