Description
I found a possible location is not desired. Using GAP2007 + 1000 pts if there are no pilots in goal with the quality of day = 1.
I found that if ESS and GOAL are not the same point, any pilot ends ESS, but no pilot reaches GOAL software penalizes% of the points of speed ... I think this location is not correct and the penalty for failing to come to GOAL should only work if some pilot up to GOAL.

This is not a defect (as far as I can see).
In the formula there is the option labeled "Time points given if reached ES (end of speedsection) but not goal".
You have this set to 80% (the default setting I think).
Hence you get exactly that in you test case.
Try to change it to 100% and you will get close to 1000 points for the winner.
Reason you do not get 1000 point now is that Alejandro Herrera flew a few hundred meters further than Pablo Lopez so Pablo did not get max distance points available (592.8).

The situation gets a bit strange, one might say it is an undesirable feature, if one set "Time points given if reached ES (end of speedsection) but not goal" to 0%.
What happens then in the test case is 709 points to the winner since he get 0 for timepoints.
Changing the case slightly so no-one reach ES will give 1000 points (or close depending on who get leading points).
Again, this is according to spec:
"1000 points for open dist or no one reaches ES when Day Quality = 1".

Ok, it is not a defect as it is according to the specs, but maybe the specs need a review...
The 1000 points parameter is usefull for open distance, but it is also to minimize the presure on the meet Director in the setting of the tasks, as sometimes we want to fly a long task but we need 1000 points for the winner too, and then there can be some speculation in the setting.
What we are saying is that the % of points discounted to the winner that only reached ES must go from the speed to the distance points. Then you allways keep 1000 points for the winner, or close depending on who get leading points and the day. If not, a pilot can lose a lot of points by only flying 1 more meter and reaching the ES.
Is there any place where we can suggest a change in specifications?

Another situation: if no one comes to scoring goals and the pilots who come to ESS gives points for speed. This generates a lot of difference in points with a pilot fails to ESS. question: would not be desirable if you use the GAP2007 + 1000. No points are awarded for speed?
To summarize: No pilots GOAL 1000 pts, then not use points of speed.
