Record time of tracklog point used for distance calc when pilot did not reach last tp

Description

This may be used by handicap systems such as the one that Tim Cummings has figured out.

The way it is now only the time of the crossing of ES turnpoint is recorded in the FsFlightData element by FS.

New attribute of the FsFlightData element: finished_task

Should have the time of the last tracklog-point used when checking the flight vs the task.

If the pilot has reached goal (last turnpoint) this is the time of the tracklog-point just after crossing the goal turnpoint cylinder.

If the pilot did not reach goal, it is the time of the tracklog-point nearest to the first turnpoint not reached (ie the tracklog-point used to calc distance).

It is set when FS check a tracklog. It can also be set manually in the dialog for setting a flight to DF.

Seems to work.

One should do some more real testing (check tracklog for pilots not reaching goal, view end of tracklog to see if we got same time.

The time is shown as last col. in task participant list.
