Find the "walking pilot"

Description
Fs doesn't recognize automatically the landing point of the pilot and for this reason it validates track of "walking pilot" (pilots that reach the ES by foot or by car because they left the GPS switched on).
FS should warn of possible landing point so the scorekeeper can have a detailed analysis for that track.
How to find possible landing points? It's an open question, but maybe it should be done analyzing both position, height and time (i.e. if the pilot is in the same position and at the same height and with no speed it could be landed). All parameter of this analysis should be set by scorekeeper.

Anyone come up with code for this, preferably written in C#, then it is quick to include it in FsComp.
