Pilots who don't reach SSS always get minimum distance

Pilots who do not make the SSS are awarded minimum distance points rather rather than their real distance. This happens in both race and elapsed time tasks. You have to manually apply a start time for these pilots , in order to score the distance correctly. Several examples for instance in T1 look at pilot 64 Jenny Persson or pilot 19.

Pilot 19 was actually given a manual distance of 33.6 as he had a GPS problem on the first part of the course but we still had to manually give him a start time in order for the correct distance to score.

This is a bug that was introduced in 2012 with the current Jump the Gun implementation: In some cases, even though Jump the Gun is not configured, that code is still used and it punishes pilots who did not reach SSS for "jumping the gun". Fixed now.
