Country code changes (ISO to IOC) are not saved in FSDB file

Description
Historically, FS has always stored the IOC country code in the country field, even though the field's name implies that the ISO code should be used.
A little while ago it was clarified that CIVL, and FAI in general, want us to use the IOC code, as is customary in sports.
When a pilot is imported from the WPRS, we use the IOC code. But as more and more external sources produce FSDB files, who insert the "correct" (ISO) code, we can get a mixed situation where some pilots are listed with ISO code, and others with IOC.
We cleaned this up a while ago, to convert all codes to IOC when an FSDB file is loaded. But through a change in the FSDB processing, this code conversion seems to no longer be stored in the FSDB.
